Hello there and thank you for the report! As far as I understand the stability increase is as designed since granting the peasantry with more freedom should make the country more stable overall. I believe the confusion comes from how these events (flavor_rus.301/304) play out, granting all the rewards/maluses coming from your choice of either Serfdom or Freedom at once and due to that it may look like the revolt happening is increasing your stability.
