strangeness with lend-lease USSR

playing USSR 2 times in 1.06B grand compaign, i have not been given 'in game' any lend-lease from the USA after the 1st one. However, when i reload a saved game it will immediately pop any 'forgotton' lend lease events and i will get the goodies. So, for example, i saw UK get a lend lease in 1942 but i got no event. I played through November or so 1942 and saved the game. When i reloaded the saved game, i immediately got a lend lease message from the USA (i'm guess the old 42 shipment). I then played through most of 1943 and got no shipment... after i saved and reloaded the game i immediately got another different lend-lease (from 43) etc...

Its not a bug. The game engine tends to fire events that were passed over, when you load a saved game. Its just bad luck that you are not getting them during normal play. I cant remember the odds off the top of my head.

The lend-lease event (USA 3703) is a non-random persistent event with a random=31 trigger. My understanding was that this couldn't fire more than once in a game session. Has anyone seen it fire more than once without reloading?
