I hope V3 will allow for some mechanic that recognizes that not all provinces on the map are created equal. Even accounting for resource differences, some locations have a fundamental strategic importance beyond what they produce. This includes the canal areas (Panama, Suez) but also straights like Malacca (Singapore), Gibraltar, the Bab-el-Mandeb, the Bosporus and the Dardanelles, the Straight of Hormuz, etc.
In V2, conquering these areas required taking entire states rather than just the strategic points; and also incurred the same infamy penalty as conquering any other states in the game. But in reality, seizing a strategic point incurs much different implications for the balance of power. Great Powers should all hold a major interest in these points, and in who controls them. The owners should get extra buffs like reductions to their import costs, and perhaps more effective blockades of rivals’ trade.
