Stuck on dock

This is only an issue I have on any island prison I create attached or non, but I can’t for the life of me figure out how to get prisoners in my island prisons. They will literally sit and wait on the dock for death. I’ve got loads of extra guards, shared sectors, available cells and amenities… not sure what I’m doing wrong, other than being a console user of course lol

any help would be appreciated and thanks in advance

Progress: fired almost every employee minus, 1 cook, 1 cleaner, 3 guards, the warden, and the chief to prevent going bankrupt and get finances back into the green.
After a while I ended up using “guard response” in the emergencies tab which worked to an extent… after a few cycles of the “guard response” button, they’re back to bringing in prisoners like normal, instead now there’s the pile of all the dead failed entries on the docks being ignored lol

still, I’d call it a win lol
