No. You just need to download one of the latest beta patches (the latest one will do nicely) and run a 24 player scenario.
There is a 1492 MPTest setup included with the download, which you can play, or if you want to, you can use my Age of Explorations setup for 24p, link in my .sig. (Includes my manpower mod and a few tweaks, but does not require any mods whatsoever to use)
And if you want to run another scenario in 24 pl mode, just open the MPTest.eug to see how it is done. It is a set of trivial changes, really. (Write 24 nations in the header in the .eug file rather than 8)
