Is Romania and Soviet Union in some special relation?

When Romania was attacked by Axis (Germany, Italy, Hungary), SU declare war on Hungary only... but why not to the whole Axis?
 
Yes, Hungary was in Axis...
Since Italy and Romania are at war when Italy joins axis, so Germany and Hungary automatically enter the war after Italy join axis.
But why the SU only declared war on Hungary? but not two bigger power in Axis, Germany and Italy?
 
Did you do anything unusual like invade France in October 39? That will usually result in Italy getting into a war with Yugoslavia and Romania. Its just a variation of BCF (Balken Cluster F)
 
Generally, the DOW goes to whoever the DOWing nation sees as the aggressor, especially in GoI situations. It's one of the reasons that when Japan DOWs the US, Germany suddenly finds American landing forces all over the place.

That said, BCFs can really ruin your day if you're looking for a historical game. I would avoid any precipitous attacks in the Balkans until around 1940 or so to avoid this problem. Watch out for Balkan allies too, as you saw, they can create more problems than they solve. I once had Romania DOW the SU four months earlier than my timetable - THAT was a cluster.
 
I once had Italy join Yugoslavi when I, as Germany, attacked the latter. It`s ok I jsut ended up with a bigger Reich! but it did mess up my organization somewhat.
