Subject Not Transferred On Victory

Description​

In my war to protect the independence of Majerteen I requested India be transferred to me. However, when the war concludes, the only war goal enforced is Humiliate Great Britain. India is not transferred but the infamy hit is. The War Goal is enforced and captured.

Steps to reproduce​

Open the save and let it run. The army will liberate Majerteen. Then a couple of weeks later the war will end without India being transferred.

This is the bug where wargoals on subjects aren't applied not being fixed
