Submarine organisation will not rise.

Using core 032 My 3 German dub fleets had their organisation drop to 3 on patrol.
I put them back in port and their org has not increased after 2 months. Is this a known prob and how do I fix it?

Haven't played CORE for a while, but I'm pretty sure this is WAD. At least many mods have given subs very low org and fairly high sea attack, to give subs one strong attack (i.e. one sneak attack and then they have to run).

Me too. It lets you and the RN actually reduce each other. They get the jump if it is daytime, you get the jump if nighttime.
