For CS:2 i advise to make all players who has bought DLCs to get DLCs in the same worth of money in CS:2 or a full payback.
that will save tons of money, considering theres aslo kids with a single-parent family and a low-income family which will help them a ton.

They kind of did that with Cities in Motion by just adding all the DLCs into Cities Skylines has standard so that will be great.
