It is actually just a save game, but the title looks better like that 
Sunset is an ultra-modified 1939 scenario from Iron Cross with no historical line. The goal of the thing is give a lot of playability to almost all countries in the game (+200). You can just choose Hungary, Croatia, Pakistan or whatever and have a ton of fun. How is this possible? Well, the following things apply in this game:
-All countries have +1 diary manpower offmap
-All countries can declare wars without dissent costs
-All countries have the same initial technology and sliders
-All countries (ok, there are a couple of little exceptions) start with no army
-All countries, when played by an AI, will be much more activ and dangerous
-And much more...
I strongly recommend doing a couple of things when playing this.
1. Wait 6 to 10 months until you start declaring wars (careful, AI won't do that)
2. Play with fully IC takeover and techteam takeover
3. If possible, play multiplayer
