Here is the situation. I'm quickly trying to reach max mobilization as the Ottoman Empire. Every few months, when I can increase mobilization, I do so. When I went to click the button, I just hovered over it and clicked a couple times just like normal. Then I looked at it, and saw I was able to mobilize 90 reserve divisions. Whoa, I thought to myself, wasn't it just at 80? I just thought I made a mistake or something.

After a few more months, I go back to increase again, and decide to try clicking on the "increase mobilization" button rapidly. I only have 50 small arms and 50 canned food stockpiled. So I click it in rapid succession, and low and behold, now I can mobilize 105 reserve divisons!!

If you will notice, the button is not immediatley greyed out when you click "increase mobilization." If you click that button rapidly, you can quickly increase your mobilization by as much as 20 divisions with only the minimum 50 small arms and 50 canned food.

A pretty big bug in my opinion. Although, it should be a lot easier to get all the way up to that 400 mobilization pool max I had as Russia.

I do have saves of this by the way if anyone wants to see them, but I suggest you just try it on your own.

I have a save with only 80 possible reserve divisions, then another save only one year later when I have 105 possible reserve divisions. That is impossible, unless you use the quick click increase mobilization bug.
 
Ah, so that's what the AI does to get instantly to max mob! Of course, with computer reactions, you can click the button umpteen times in a second.
