April 1942 and as Germany just invaded USSR.

German forces 167 inf, 33 mot, 41 armd, 19 para, 17 mtn, 28 gar, 16 HQ. Noted supply slider required 231 supplies - seems rather high!

Therefore for comparison loaded the save game as the Sovs.

Sov forces 273 inf, 12 cav, 48 mot, 24 armd, 9 mtn, 4 mech, 17 HQ. Their supply slider requirement 113 to supplies. Rather a big discrepancy!

Doesn't seem to be a huge difference in division's tech (their inf divs mainly V, german inf divs have some VI). Logistical tech has gone down a different path but can it account for that many differences?

What else could account for this massive discrepancy in supply requirements? With such a huge supply load, it really cuts down the amount available for upgrades, reinforcement and production.
 
Check the supply produstion capapility % in tech-> overview.
USSR gets some events which cost 2-3 IC but raise the supply production by 18%...

Also, check your HQ command chain, but that makes no big difference.
