supply issue

It seems there is something wrong with overseas supply- at least for Japanese units in china. I have noticed that units in Korea or Manchukou do not re-supply when a certain amount of supplies is reached even if the province ESE is 50 and while at peace. Even a lonely HQ does not fill its orange supply bar. It makes it difficult to conquer China without starving.

I noticed this too in AOD, I played as japan only once because when I had around 30 divisions on the main land I had build around 3000 convoys to get supplies and I still had units dying of no supplies, lost 7 divisions before It dawned on me and another 2 before I got them back to japan, more or less it is a forced rotation system lol
