you can load 1945 scenario as ussr and wait until us bombers will bomb moscow with an atomic bomb. then look at the supply map. it will be all red. ese in every province will be near zero. it doesn't seem realistic it's a bug

go to 1945 scenario, load as ussr, wait for the atomic bombardment, save, edit save for decreasing dissent and then load as ussr again

Well capital is Moscow, all the supplies are processed from Moscow, which has 0 infrastructure=bottleneck. Changed capital from Moscow to Vladimir, ESE went from 3 to about 25. But the ESE is somewhat low in the scenario even before the nuking, that's right.
