Please explain your issue is in as much detail as possible.
No matter which sponsor you choose, you start with 100 applicants. This is a nerf for some (China, IMM, India), and a buff for others (SpaceY).
Load game as one of the sponsors, when you load the map immediately go to passenger rocket - 100 colonists.
All Mods disabled.
Can you replicate the issue?
Yes, issue is easy to replicate. Any new game, hit passenger rocket, the starting number is 100 colonists. Easy Start yields the same issue.
