Artificial Muscles causes rockets to be stuck at 39 fuel [Win10]

Please explain your issue is in as much detail as possible.
After getting Artificial Muscles, drones cannot load last fuel unit to rocket. Rocket must have already been with odd numbered fuel before getting the breakthough. Drone carrying 2 fuel units just keeps going up and down the ramps. Manually controlling the drone doesn't work. Always picks up 2 units.
Can you replicate the issue?
Yes. Just have Artificial Muscles and a rocket with 39 fuel.
