Please explain your issue is in as much detail as possible.
Switch to underground to start working on the infrastructure after terraforming was done and found my Atmosphere dipped. I thought a marsquake has struck the Magnetic field Generators above but no, the game will not prevent atmo lost underground.

Can you replicate the issue?
Just switching to underground does it. I am not sure if it will happen with other saves tho.

Correction: It may not regress. I recheck and right now it isn't regressing. But seeing no progress with Atmo loss on the value is still a tad worrying considering I already plop down the Capital city where everyone might suffocate if I didn't paid enough attention.

Update 2: The atmo does regress sometimes. For example switching view to the asteriod it does.
