The "Building Upgrade Available" hint shows the controls for console.
It told me to press RT and then move the joystick right to install the Wind Turbine upgrade (the one that increases production by 33%).
Can you replicate the issue?
I clicked a Wind Turbine and a Research Center, and the message appeared.
