Cannot create trains every couple of games

Please explain your issue is in as much detail as possible.
Summary: I purchased and installed the Mars Express. Every couple of games that I start from scratch I can create stations and join them with tracks but I can click on create train w/o any reaction. No train is being created. I have plenty of the needed resources to create the train.
Current behaviour:
I build 2 stations and connect them with tracks. I wait until the tracks are finished and the stations joined. I click on create train but nothing happens.
To test I add another station and connect it with tracks but the behaviour does not change.
Expected behaviour:
Trains are created when I click the button on the station.
What I tried to resolve the issue:
* I restarted
* I verified the game
* I enable mods
* I disable mods
* I uninstalled the game, restarted and reinstalled the game
The issue comes with or without mods every couple of new games
Can you replicate the issue?
Yes, every couple of games it does not allow me to create trains at any station regardless of which stations are connected.
