What DLC do you have installed?
Space Race, Green Planet, Below and Beyond, Stellaris Dome Set, Marsvision Song Contest, Colony Design Set, Project Laika, In-Dome Buildings Pack

Please explain your issue is in as much detail as possible.
When using Green Planet DLC, the UI is obstructing E9 and F9 sectors (and you cannot scan them)

Open map while in-game

Set Windowed mode and make game window as high and as thin as possble. This will move the map lower and allow you to scan sectors
