'Capture Asteroid' breakthrough is available for research in a game without 'Below & Beyond', it is clearly meant for 'Below & Beyond', since without 'Below & Beyond' lander rockets are not available.

Can you replicate the issue?
1. Started a new game
2. Disabled 'Below & Beyond' in game rules
3. Eventually discovered 'Capture Asteroid' breakthrough.
