What DLC do you have installed?
Space Race, Green Planet, Colony Design Set, Project Laika, In-Dome Buildings Pack

Please explain your issue is in as much detail as possible.
I just purchased the Colony Design Set - and none of the new buildings from the DLC (Small Space Bar, Living Quarter, etc.) are showing up in the Build Menu, but they are in the Encyclopedia so I know the DLC is installed.

I have no mods so that's not the issue.

Can you replicate the issue?
Purchase Colony Design Set, load existing save, attempt to find new buildings in Build Menu

Adding new DLCs to the game does not add them to existing colonies, I'm afraid.

If you start a new test colony do you see them there?
