Drones disobeying export restrictions

Please explain your issue is in as much detail as possible.
I have forbidden my rocket from exporting rare metals, but the drones aren't listening; they're loading the rocket up for export anyway, and I'm getting the payout on Earth.

Can you replicate the issue?

Repro steps:
1) disable Rocket exports via ctrl+click (to apply to all rockets)
2) land rocket within range of rare metals stockpile
3) rare metals loaded onto the rocket

Also: if you toggle the exports on-off while the metals are being loaded, the previously loaded rare metals disappear (they don't even drop on the ground like canceling construction, they just vanish).

I wonder if this is related to another bug I found. I disabled Rocket exports via ctrl+click (to apply to all rockets). Later I enabled exports on one rocket. I cannot get the drones to load any rare metals into the rocket whatever I do. I dumped a bunch in front of the rocket using a rover and the drones merrily took them away to various storage pallets.
