Drones don't see an existing RC Transport with the required goods loaded

Please explain your issue is in as much detail as possible.
When building out of range of any drone control towers, I often send a RC Transport filled with the required materials for the job, followed by the RC Rover to perform the work. Upon arriving, the drones exist the RC Rover and remain still, even when in range of the build. Moving the RC Transport just a small amount within range of the drones appears to cause an update to their task and they then "see" the materials to use.

Can you replicate the issue?
Fill an RC Transport with materials to build a single building, then follow with an RC Rover. Assuming the RC Transport comes to a stop before the RC Rover, the drones will not see the RC Transport until it is moved and it's location refreshed. Upon seeing the RC Transport the drones will complete their task as expected.

Can also confirm, and provide additional info. Deploying drones from an RC Rover will also cause them to ignore the RC Transport. Drones being deployed will still act correctly. Drones will only start moving when the transport stops.
Hypothesis,Transport resources are unknown to drone hubs (rover). When transports stop, they tell any hubs in range what resources they have. When a rover moves into range of a stopped transport, it did not receive the initial stop event, and so does not know that the transport has available resources. Moving the transport again causes it to send it's resources to the nearby rover.
