Factory Upgrade "Factory AI" breaks some factories' logistics

Please explain your issue is in as much detail as possible.
When installing the "Factory AI" upgrade on certain factories (seen with a Small Electronics Factory), the building ceases to receive raw materials (Rare Metals in this case). This is irrevocable, i.e. disabling the "Factory AI" upgrade does NOT resolve the issue.
On certain other factories (seen with a Small Machine Factory and a Polymer Factory), the upgrade does not interfere with raw materials supply.
Can you replicate the issue?
Yes:
- Load the attached save game "Europe Sol 250".
- Locate dome "Bravo" and find the Small Electronics Factory.
- Note that the "Factory AI" upgrade is available, but not yet installed.
- Observe the building's Rare Metals stock as it depletes, and note how it is restocked almost immediately as soon as it drops to 4 or lower, as it should.
- Now install the "Factory AI" upgrade.
- Observe the building's Rare Metals stock again as it depletes, and note how it drops way below 4 without being restocked, eventually running out.
