Game always displays on Monitor 1 in multi monitor setup

Please explain your issue is in as much detail as possible.
There is no way to set which monitor the game displays on when set to Borderless or Exclusive. And when moving it to a second (or third) monitor it snaps back to Monitor 1 after losing/regaining focus.

Using Win+Arrow Key I can move it to a different monitor, however, when the game loses focus and regains it it will snap back to Monitor 1.

Additionally I can move it to a different monitor in Windowed Mode but, again, when I set it to borderless or exclusive it snaps back to Monitor 1.

Can you replicate the issue?
