Game refuses to build metal extraction plant

Please explain your issue is in as much detail as possible.
tried to build a metal extractor and was told that it required colonists and was too far from my domes, so I spent an hour hooking up an outpost dome and moving in some colonists, only to be given the same message, except now I'm about fifty yards from a massive dome full of colonists but still unable to build the extractor.
Can you replicate the issue?
Haven't tried on a different playthrough, but on this particular game there seems to be no way ever of deploying the metal extractor plant.
