Both old AMD video cards, I see, while above the minimum spec (which seem oddly low for a brand new game, I have to say!).

May as well check for updated drivers

The same problem Windows 8.1 AMD radeon HD5750. Latest driver, sep 2016. And although this card is old, all other Paradox games feel absolutely fine. Elite Dangerous too.

Everything is updated despite my equipment is being old yet meets the min requirements.
I had this error: The Application was Unable to Start Correctly (0xc000007b).
To solve it, updated everything but nothing worked until I had to use Dependency Walker: https://en.wikipedia.org/wiki/Dependency_Walker
It show that I had to have IEFrame.dll and other stuff missing. Meaning I had to reinstall some Mircosoft .dll that is related to Internet Explorer. Let that sink in. If you can guess why I'm not happy, good.

Since my computer spec is supposed to be supported but the game doesn't load in the textures, I'm going to get a refund since my time and money is better spent somewhere else.

I am having this exact issue. Windows 10 64 bit. AMD HD5700 series video card. Latest legacy drivers installed (2/26/2016 - v. 15.301.1901.0). Really ruining the experience of the game. I don't have this issue with Cities Skylines. Image attached.

Same issue here, would be awesome to get some comment from devs... Everything up to date, also have a Radeon 5800 series. Everything meets min specs. Hoping we get a patch for this soon, would rather play the game than have to refund it.

Note that the published requirement for the game is Radeon 6450; this problem will be looked at because some of you are seeing it on the 6X00. But for those of you with 5X00 series, we can't guarantee that fix will work for you too. I mean it probably will, but the game is just not tested on unsupported hardware.

As a software developer I can say that same bug on two different classes of hardware will vanish from both even if fixed just for one with a possibility close to 80%. So I suppose we should wait and see.)

Refund came though. Figuring that my specs are old and weird, I not going to fault them or hold it against the devs. Having said that, I do have a PS4 and wouldn't mind trying the game out though there. Not the first time I played a city builder with a controller. Plus I use the same monitor for my computer as for my PS4.

Ok. Thank you. Its just time to upgrade my video card.

But maybe not, video card prices are through the roof!

I'm just hoping the fix will be within the first two weeks, so am still waiting with the refund. It really only seems to be the terrain texture, so it would be a shame if that can't be fixed.
