High GPU use/stuttering on only one saved game (and a small one at that)

Please explain your issue is in as much detail as possible.
Unlike all of my other saved games, this one maxes out my GPU and the game time elapses at a snail's pace despite changing the video settings. All of my other saved games up to this point ran fine on the ultra settings, and they still do. The other saves have much larger colonies, too, with 1500+ population.
Can you replicate the issue?
It seems unique to this saved game, but it becomes apparent every time the file opens, and never with my other saved games.
