Please explain your issue is in as much detail as possible.
Researched hygroscopic generators before landing my shuttle. Bonus is not applied.

Can you replicate the issue?

You have to build the improvement. When you have the generator selected in the upper right you should see a little greyed out icon, same general area where you turn the generator on/off. If you click on that and then build it the improvement will be applied to your generator. you can also turn it on and off if you need to manage resources.
