Pretty sure the publisher of Tropico (Kalypso) owns the rights to Tropico, or Haemimont would still be the developers for it. Not saying it's impossible, but it'd require Kalypso and Paradox to cooperate.

yes. You are right. I did forget Kalypso about Tropico rights ownership.
Well, i was just giving a silly idea of DLCs and how awesome would be a Surviving Mars at version 2.13.52.13. with Penultimo patch.
