Mods dont show up in mod manager when Steam is in offline mode

Please explain your issue is in as much detail as possible.
Mods disappear from the mod manager screen when you have Steam in offline mode.
You are then unable to activate/disable mods.
Can you replicate the issue?
1. Subscribe to a mod.
2. Put Steam in offline mode.
3. Go to the mod manager screen in the game.
