Please explain your issue is in as much detail as possible.
I've done this achievement 3 times. I've reset my xbox series s I've reinstalled game, xbox profile, add-ons, saves. I've checked system & game for updates. I've rebooted router. I completed it over 2 weeks ago the first time. I have no mods running. I have double checked that I am playing russia that achievements are not disabled. I am running game rules Armageddon chaos theory active plate tectonics twister and winter is coming. Difficulty is at 590+ on all playthroughs. I am russia. Population is above 500.
Can you replicate the issue?
Yes over and over. It does not complete.
