In the situation where a storybit category is selected but none of the storybits in the category are valid, no story bits will fire. Furthermore no additional categories will be tried, and in a case where a category with a higher chance gets selected the ones with a lower chance will never get selected, leading to no story bits firing.
Can you replicate the issue?
Yes, but not easily without "cheating".
