Rival Colony Rockets are not supposed to provide a Service Area to my drones. But they are.
Can you replicate the issue?
Yes. No mods. Trade with a rival colony and put a (for example) waste dump outside any of your drone controllers but within range of the rival rocket. See enclosed screenshots.
