Rocket stuck in 'Take off in progress' [WIN 10]

Please explain your issue is in as much detail as possible.
Whilst my rocket was on automated mode for exporting rare metals to earth it stopped.
It is now stuck in 'Take off in progress' and no combination of disabling automated mode, allow exports or setting priority has solved it, nor has reloading the game. The landing site has buildings on most sides but the rocket had several launches go ahead on automated mode already with the same surrounding conditions.
I occasionally see drones refuel in the rocket, there are no drones assigned to the rocket.
I was unable to upload a save file as the only file in my save game folder is account.dat and the forum doesn't allow me to upload this file
