Shuttle hub not showing despite CO2 Jet Propulsion researched at start of game

Do you have Space Race installed?
No
Please explain your issue is in as much detail as possible.
Started a game 10th of Sept, start with CO2 Jet Propulsion being fully researched.
No shuttle hub available to build.
Latest patch installed, still no shuttle hub available.
Can you replicate the issue?
No, as starting a new game now shows up the shuttle hub, but the existing game does not.
