Spire buildings - colonists not working in home dome

Please explain your issue is in as much detail as possible.
All workers in spire buildings are listed as "not working in home dome", with the added penalty - despite only having a single dome on the map.
EDIT: Issue extends to Martian university as well
Destroying and rebuilding the spires doesn't solve the issue.
Issue has been observed so far in Sanatorium and School spire.
Can you replicate the issue?
