When I try to start the game, a black screen with a white box and an error flies out

Same issue, my videocard is ATI Radeon Mobility HD 4500/5100 series, 8gb RAM and Intel Core I3 2.13GHz. OS is Windows 7 64bit

I get that my computer is on the low end of the min requirements but everything i have read states I would be able to run this game.

Can I ask where you read that? Because the official minimum requirement, published on Steam and the Paradox store, is:

Graphics: [Intel] HD 4600/Geforce 620/Radeon 6450 or equivalent GPUs with 1 GB of video RAM

Your 360M is WAY below that minimum 620 desktop GPU, I'm afraid!

For many of other games its not a big problem to run on minimals when it even not suits minimum requirements a little. You want to say that game crashes deliberatly?

I use Can your run it. it states that i should be able to, has always worked for me in the past. Hoping to not sound like an idiot but, HD 4600/Geforce 620/Radeon 6450 or equivalent GPUs with 1 GB of video RAM, this section is ambiguous to someone not familiar with GPU's. Oh well time for a new video card ¯\_(ツ)_/¯.

No, of course not. But I cannot guarantee it will be fixed, as it is not tested on unsupported hardware. Sorry about that!
