Please explain your issue is in as much detail as possible.
Have 3 water producing building around water in the ground and extractor says it can produce 2.1 more if needed because demand isn't full. Well I need it and it won't produce more.

Can you replicate the issue?

You seem to miss pipe connections where your water demand is, on the source sites the connections seem to be ok to and linked to the tunnel

You're right I do have two pipe lines. The problem I guess was that the dome water pipeline section I had setup in the screenshot kept saying the dome was out of water when the building was saying it could produce more. I just connected the two to make it easier.
