Please explain your issue is in as much detail as possible.
When trying to start a new game, the screen clears to the progress screen and the icon in the bottom right moves a little for about a second, then the game stops responding.

Watching the Task Manager, I see no movement on the memory used and the processor stays at about 1/8th of my system (12-13% load).

Existing games work fine.

Can you replicate the issue?

Obviously this did not always happen for you. Was it triggered by a game update, or what?

Please generate the problem, then attach here the game logs:
C:\Users\{Username}\AppData\Roaming\Surviving Mars\logs\

DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
 
I can't say for sure. I played it for the 15th and 16th, then have been moving so haven't had time to play (and my PC was shutdown and dissembled for a while) till yesterday, so not sure if there was some sort of update or what between when I started the gam on the 15th, and when I tried to start one yesterday and today.

I had only started the first game on the 15th, using the quick start, and had not needed to start a new one, but wanted to start again with some mods that I had added. The first thing I had done was disable them all, so I could see if that would be the cause, but even with them disabled it was freezing.

I have also tested on my laptop, today, which had not had it run till now at all, and the same issue was there (No mods enabled).
On my PC, I had removed, made sure it was cleared out and re-downloaded, with no change.

Game Logs are attached (not sure which is which, but had some time where it played with an existing game I started on the 15th) from my PC.
DxDiag from my PC is attached.

If you wish, I can also get the reports from my laptop as well.

Still mods loading in those log files. Did you unsubscribe from them, or just disable them in game?

I was going to suggest a clean reinstall, but if the game doesn't run on a new computer then I guess that's unlikely to help.

It's probably not the problem but you may as well update that nVidia driver:
