Xbox One S unable to play while in Offline mode

Please explain your issue is in as much detail as possible.
I've had to go without an internet connection for a bit and while in offline mode i am unable to get very far past the "press any button" main menu screen without crashing. After pressing a button the game shows the loading symbol and displays changing background wallpaper while loading and after about 5 to 10 seconds the game crashes and returns me to the Xbox One S Dashboard.
Can you replicate the issue?
Yes. By attempting to continue to the Main Menu to load a game save the game will crash every time.
