What is your game version?
XBOX ONE

Please explain your issue is in as much detail as possible.
With Xbox One you are unable to toggle free work slots and workload on buildings, all it does is shut down the whole shift. This is very frustrating for micro management

Can you replicate the issue?
On every game this occurs
