Please explain your issue is in as much detail as possible.
Project Morpheus tower loses its "glow", radiant energy image. I think this happens upon the first pop out to the map overview after the tower is built and begins rotating.
What's more, the glowing disc of energy drops into the dust at the base of the tower and just stays there. Honest. Damn Martian dust.

Can you replicate the issue?
It has happened in two distinct playthroughs, days apart.
Since Morpheus Project is a very late game build, I don't have a broader sample than that.
It remains in error when the game is Saved, Quit, and re-started / re-loaded.

I get the same behavior on Linux / Steam. Reddit suggested turning the wonder off and back on again, which works until I quit the game.

I added a fix for this to ECM (Menu>ECM>Fixes>Project Morpheus Radar Fell Down)

It doesn't fix whatever causes it, but it is persist between quitting.
