"Suspected coward" penalty effects family members twice

Granted, this might be WAD, but my king got the event that he is suspected of cowardice (how is that triggered? It's very annoying!) and as a result my son and wife have a -10 and -20 modifier, while everyone else seems to have only the -20 modifier in effect. So is this a bug or is the effect supposed to be greater in the near family?

I would assume that being a suspected coward would make your close family more angry, as you're bringing shame upon the family name.
