So far as I know, the only actual conflict involving Switzerland during the period is covered, and there WERE no conflicts involving Liberia. In the case of Switzerland, not only was it fairly difficult to assault, but other powers would have frowned upon a nation annexing the Alps. In the case of Liberia, it was seen as an experiment in an "advanced Negro state", and was actively protected by both England and France after 1848 (when they both recognized the state) as well as having perceived "US protectorate" status. While the colonial powers took the area all around what's labeled Liberia on the Vicky map, it would have been considered politically unwise to directly assault the country (and thus become just as bad as America by assaulting freed slaves). Indeed, when direct intervention was eventually considered necessary, they used the League of Nations to do it.

However, in the game, Switzerland is often attacked repeatedly by France, Germany, Austria, or Italy, and Liberia is often eaten by Britain, France, or Germany. The great power AIs should reflect the accepted neutrality of these nations by including them on their "protect" list.
