Taking over faction leader should be much more relaxed

I have already formed the Imperium yet I need this insane amount of deployed forces and factories. This needs to be much more relaxed imo. Just look at how wastly I already outscale the germans yet I cant take over the faction. Should be several factors easier to do this:

Why don't just drop out and annex them?

And in context of the above picture, Japan have 341 factories.
