Taking the reigns of other cities

Okay this is a little difficult to put into words, because there are multiple things that are close to what I mean already in the game.
I'd like the opportunity to take the reigns to an existing city, something done by a professional city builder, or one of the Youtubers who collab with Paradox or from Paradox's own team, so we go in with a city already made and work from there, not just originals either, it'd be fun to put my mark on London or New York.
Effectively what I'm asking for is a subset of the Scenarios menu where we have no conditions or objectives, we just have a pre-existing city to modify and build as we see fit. I reckon it'd be fun.

Have you checked the workshop for save games? You could continue someone's city.
