Tankers not using countermeasures?

So far I've never had a tanker avoid a missile attack and they never use their flares. Not sure if they're "always" targeted by radar missiles and the Tanker knows this so doens't bother to deply flares or not. Anyone know?

I know I'm at fault for not protecting them properly (bad Commanderr, bad!!)

Both tanker planes have flares and chaff, and they are always used against incoming missiles before impact. But, yeah, my tankers don't appear to have a lot of luck either.
