"Tax Exemption for Latin Merchants" Still Active After Enacting Decision

Description​

After my initial war with the Ottomans, I allied with Ragusa while they were fending off Venice then Albania while they were fending off the Ottomans. I enacted the decision while defending Ragusa from invasion but afterward noticed the privilege remained active well into my second Ottoman war.

Steps to reproduce​

Wait for Regusa to struggle against Venice. Ally Ragusa. Get Called to War with Venice—Siege Venetian holdings in the Constantinople trade Node. Enact the decision to revoke the privilege. The privilege remains in place.
